Paying more money out your pocket to help solve the state's budget problems - a new report by a team of University of Illinois economists suggests the state needs to raise the income tax to fix the budget. They also conclude that Illinois needs to have a mix of taxes and suggests slapping a tax on services such as hair cuts, legal fees, and nail salons.
However, political observers say these ideas have been suggested before only to be rejected by lawmakers.
