DECATUR-An Illinois economist is blaming the state's sluggish economic recovery in February on the weather. And local business owners agree.
Even though the spring merchandise is on store shelves, the foot traffic is not what is normally is. At Del's Popcorn Shop in Decatur, they say this is the slowest start to a year they've seen in at least five years.
"It's hurt us," says Del's owner Kemper Willcut II. "I mean we've cut back our ordering, we've cut back some of our supplies in here just because we know people don't want to weather the storm."
Many stores downtown are running sales to bring in customers and shopkeepers are hopeful for warmer weather.
