Illinois sex offender arrested for allegedly handing out candy on Halloween

SOUTH ROXANA - Authorities say a convicted Illinois sex offender has been charged for allegedly passing out candy to children on Halloween.

Terry Heltsley has been charged with a felony count of presence within a school zone by a child sex offender.  

According to South Roxana Police Chief Bob Coles, the South Roxana Police Department partnered with the Roxana Police Department to conduct surveillance of the homes of child sex offenders during Halloween.  Coles says officers found Heltsley's home decorated for Halloween along with his porch light on, inviting children to trick-or-treat at his house.

Heltsley was convicted of sexually assaulting a 6-year-old girl in 2000, and has been required to register as a sexual predator.  Heltsley is currently in custody on $30,000 bond.
