Madigan releases legal analysis on comptroller situation

CHICAGO - Illinois Attorney General Lisa Madigan says she may have a potential solution to an issue the state may have in finding a successor to Judy Baar Topinka.

In a legal analysis released by Madigan's office on Monday, Madigan says Quinn should appoint someone to the office until January 12, 2015, when new elected officials are sworn in.  Madigan then says that Rauner should appoint a comptroller when he is in office.  However, Madigan also says the state comptroller office is an elected one, and that voters should have a say in a replacement as soon as possible.

A spokesman for Quinn says the governor is reviewing Madigan's legal analysis.

Judy Baar Topinka passed away after suffering a stroke last week.  She was 70.
