Update: Special election to replace Judy Baar Topinka

SPRINGFIELD - Legislation to establish a special election in 2016 to replace the late state Comptroller Judy Baar Topinka is expected to be filed soon.

Speaker Michael Madigan's office and Senate President John Cullerton's offices are calling ongoing conversations about the bill "very productive."

The legislation itself could be considered during a special legislative session January 8.

The session comes before Governor-elect Bruce Rauner becomes Illinois' first Republican governor in more than a decade.

Topinka, a Republican, was elected to a second term in November but died December 10.
