House committee approves legislation to privatize DCEO

SPRINGFIELD - Legislation that would transform the Abraham Lincoln Presidential Library and Museum into a stand-alone institution has been approved by an Illinois House committee.

Under the measure, the Illinois Historic Preservation Agency would be eliminated, with the presidential library becoming a stand-alone agency in the process.  Additionally, the measure would privatize the Department of Commerce and Economic Opportunity, turning it into a public-private partnership.

The measure combines ideas that were supported by House Speaker Michael Madigan and Governor Bruce Rauner.  Those who support the legislation say the economic development department would become more efficient and transparent.  However, opponents say allowing states have seen several scandals after allowing nonprofit organizations to take control of economic development responsibilities.
