City Appoints Three Individuals to City Positions

DECATUR – The City of Decatur released a statement saying they have appointed three individuals in the areas of Human Resources, IT and Mass Transit to fill recently vacated positions within the City.

Officials report they have appointed Penny Frank to the position of Human Resources Manager for the City of Decatur. Frank is a Decatur native and served more than 11 years as Personnel Specialist for the City.

James E. “Jim” Edwards has been appointed as the Management Information System (MIS) Manager for the City after recently serving as an IT Manager 1 for Archer Daniels Midland Company in Decatur. He will bring his skills in IT and telecommunications, as well as a focus in customer service standards to the position.

Decatur officials have also appointed John Williams to the role of Mass Transit Administrator for the Decatur Public Transit System.

Williams served nearly ten years with the Greater Peoria Mass Transit District as its Director of Special Services. He aims to “[make] the Decatur Public Transit System the best small urban transit system in the State of Illinois.” Paul McChancy previously held the position.
