Madigan proposes constitutional amendment to bolster state's obligation to fund schools

SPRINGFIELD --- Should education be a fundamental "right" of all Illinoisans?

House Speaker Michael Madigan thinks so. He is proposing a constitutional amendment designed to strengthen the state's obligation to fund public education.

In addition to calling education a "right (instead of goal)," Madigan wants the amendment to say the state has a "preponderant financial responsibility to fund schools."

The Illinois House speaker has proposed a constitutional amendment to strengthen the state's obligation to fund public education.

If the House and Senate approve, the amendment will approve on the November ballot.

Governor Bruce Rauner wants the Legislature to send him a "clean" bill for funding schools to make sure they open this fall.
