SPRINGFIELD - House Speaker Michael Madigan, legislative leaders,  and Governor Bruce Rauner met behind closed doors this week to talk about the budget.

Madigan didn't hold back any punches during a ten minute speech on the House floor.

Madigan blamed Rauner for the budget impasse and accused the Republican Governor of refusing to end the standoff because of his personal agenda.

"The fact is the current budget crisis is completely avoidable," Madigan said. "While this crisis was avoidable, Gov. Rauner has refused to put an end to the crisis."

Rauner says his reforms will grow the state economy as part of a budget agreement. He wants to curb union powers and lower workers' compensation costs, among other things.

Illinois is currently the only state without a budget for this fiscal year.
