What is a joint address to Congress?
During a joint address to Congress, a president typically outlines their administration’s goals and agenda for the upcoming year.
While similar to a State of the Union address, Trump will deliver a joint address to Congress on March 4, 2025. The distinction is due to timing. The Congressional Research Service explains that, in recent years, some presidents have chosen not to deliver a State of the Union address the year they're inaugurated. (Trump’s inauguration for his second term took place on January 20, 2025.)
“The tradition usually is that a president doesn't have a, quote, ‘State of the Union address’ in his first year because he is just learning about what the problems are,” political journalist and analyst Ken Rudin explained on NPR’s Day to Day program in 2009.
Former President Joe Biden also delivered a joint address to Congress during the first few months of his presidency in April 2021, where he discussed his agenda for the economy, education, healthcare, among other issues, including the pandemic. Similarly, Trump spoke in front of Congress in a joint address in February 2017, roughly a month after his first inauguration.
Days after Trump’s inauguration this year, House Speaker Mike Johnson invited the president to speak to both chambers of Congress. In a letter sent to the White House dated January 25, 2025, Johnson asked Trump to share his “America First vision for our legislative future."
