President Donald Trump’s emergency order that federalized Washington’s police force is set to expire. Congress has not moved to extend it, so control will return to local authorities. However, a House committee is debating 13 bills that could further limit the city’s autonomy. The National Guard and some other federal agencies will continue their deployment, and at least some National Guard troops from outside the District of Columbia will remain in the nation’s capital at least through the end of November. Mayor Muriel Bowser opposes the House bills, calling them an affront to the heavily Democratic city’s autonomy.
