SPRINGFIELD, Ill. (WAND) - Springfield city leaders have approved a master plan for downtown and the Mid-Illinois Medical District.

After months of public feedback, this plan will serve as a guide for future land use and development. The detailed report addresses various aspects, including land use, reinvestment, streetscapes, transportation, and parking.

Additionally, the council voted to approve new leadership for both the fire and police departments.

Nicholas Zummo, the new fire chief, stated, "I graduated from Eastern Illinois University with a bachelor's degree before joining the fire department. I have been here for 24 years and served in just about every role there is."

Joseph Behl, the new police chief, expressed his commitment to the community: "To the members of the community, you have my unwavering commitment to public safety, transparency, and collaboration as we work together for a safer and stronger Springfield."

Behl will officially take on the role of police chief on May 31st, replacing Ken Scarlett, under whom he served as assistant chief for three years.
