More than a week after a northern Illinois man's body was found in Lake Mattoon, his half-brother and wife are accused of killing him and cutting up his body. Illinois State Police said boaters discovered part of an arm belonging to 38-year-old Dalewayne Turner of Plainfield floating in the lake on June 28.
