Court documents show that 33-year-old Brett Moran was arrested on March 31, 2026, and charged with one count of unauthorized videotaping of a victim under the age of 18.

DECATUR, Ill. (WAND) — A Decatur man was arrested after police said he recorded a minor while they were changing.

Court documents show that 33-year-old Brett Moran was arrested on March 31 and charged with one count of unauthorized videotaping of a victim under the age of 18.

According to a sworn statement, the incident happened on December 6, 2025 and was reported to the Decatur Police Department by family members of the victim.

The sworn statement said that Moran asked the victim to change their clothes. While changing, the victim told police they saw Moran's phone sticking out from a dresser drawer and recording.

The victim tried taking the phone to another adult inside the home, but Moran stopped them and took the phone before they were able to, according to the sworn statement.

Detectives later searched Moran's phone and found thumbnail images of the recording, the sworn statement said.

Court records show Moran was granted pre-trial release on April 1, and was ordered to wear a home monitoring device. A preliminary hearing is set for April 29.
