DECATUR, Ill. (WAND) – Police have arrested a second person who they say shot at a Decatur house in 2018.

Sworn statements say it happened on Sept. 4, 2018, when officers found Mi'keal L. James, 22, emerging from under a porch in the 2300 block of E. Wood St. moments after hearing 10 to 15 shots fired in the 1200 block of E. Clay St.

Police say they had watched two vehicles traveling closely together as they turned from Jasper Street to Clay Street before the gunshots came. At a house along Clay, police say they found bullets hit a house at least twice and a car in front of it at least three times. They say three different types of shell casings were found in front of the house. At least three adults and three children at age 5 and younger were living at that address.

Police arrested 19-year-old Christon J. Vinson on May 3. They believe he was driving one of the two cars, a Chrysler 300. Officers say they lost sight of one of the two cars but chased the Chrysler as Vinson drove over the speed limit. Police found the car with nobody in it, but did recover a cell phone.

Statements say police believe Vinson might have fired a gun in retaliation for a different shots fired situation. He faces charges of reckless discharge of a firearm, aggravated fleeing or attempting to elude police and possession of a controlled substance.

Near where James was found, police say they recovered a cell phone and a semi-automatic handgun. James denied owning the phone or gun and told police he decided to hide because he saw the fleeing Chrysler and thought someone was after him. He was released without charges at that time.

Police later learned information that helped them identify James as a suspect. Statements say he was in the back seat of the Chrysler and leaned out of the rear passenger-side window to shoot at the house.

Police took James into custody at about 7:30 p.m. Tuesday. He's charged with aggravated discharge of a firearm and possession of a firearm by a felon.

His bond is set at $250,000 in Macon County. Vinson's bond is the same amount.

Police say they learned the names of four people in the Chrysler. It's unclear if law enforcement is looking for the other two people at this time.
