Kevin Horve

DECATUR, Ill. (WAND) — A Decatur man charged with creating child pornography using artificial intelligence is now facing additional charges.

The following contains details that could be disturbing to read.

Decatur police arrested Kevin Horve in June. Days after his arrest, the young victim came forward and accused Horve of raping her multiple times.

According to a sworn statement, the victim told police that she knew Horve because he'd dated her mother on and off. She was 12 at the time, the sworn said, and Horve would often pick her up and bring her back to his house.

The sworn said the victim started spending the night at Horve's house and eventually sleeping in his bed. The victim told police that Horve first raped her when she was 14, the sworn said, and did so approximately once a week.

During the investigation leading to Horve's first arrest, police found a two-minute video of a blindfolded girl being raped by a man who resembled Horve.

The victim identified herself as the girl in the video, the sworn said, and did not know that he had recorded it.

Horve is now charged with criminal sexual abuse and grooming. He remains in custody at the Macon County Jail.
