URBANA, Ill. (WAND) — The City of Urbana is partnering with the Law Enforcement Action Partnership (LEAP) to form a Community Response Program. In efforts to form the Community Response Program, the City formed the Alternative Response Task Force (ARTF).

LEAP works with cities to design individual Community Response Programs, which are unarmed response units that handle 911 calls. 

Daute Martin, Program Specialist at LEAP, said these responders will be called when a uniformed officer may not be needed.

"These responders have more time with their calls to, let's say, sit with a homeless individual and have conversations with them. Versus police, oftentimes, are going from call to call because resources are scarce," Martin said.

These next few meetings will focus on evaluating data to determine what resources are needed to allocate. LEAP will also take time to meet with each stakeholder organization on ARTF to see what their main concerns are.
