Oreana man gets 10 years for sexually abusing 15-year-old girl

DECATUR, Ill. (WAND) - An Oreana man has been sentenced for sexually abusing a 15-year-old girl.

Richard Boline, 51, was arrested July 11 for charges of criminal sexual abuse, grooming, and possession of child porn.

Boline was sentenced to ten years for aggravated sexual abuse of someone under the age of 18 and was also given a sentence of seven years for possession of a stolen firearm, that will be served concurrently.

He will be given credit for time served from July 11, 2025 to October 26, 2025. He will be day for day eligible and must register as a sex offender.

According to a sworn statement, police confiscated Boline's cell phone and recovered several text messages that had been previously deleted that depicted sexual conversations between him and a 15-year-old girl.

The sworn statement indicated that conversations between the two included extensive grooming behavior and texts about having sex.

The 15-year-old said in a sworn statement she could not recall the exact number of times they had sexual intercourse because it became so frequent.

Further investigation into cellphone records discovered several explicit photos exchanged between the two.

During a mirandized interview Boline admitted to receiving explicit photos from the 15-year-old, and that they had been sent in conversations that were sexual in nature. He also told police that if he ever provided her with photos, it was meant to go to someone else.
