SPRINGFIELD, Ill. (WAND) — The plan to tackle growing frustration over digital grocery store coupons has arrived on Gov. JB Pritzker's desk.
State lawmakers originally wanted to require grocery stores with digital coupons to have a paper option easily accessible to customers. However, this bill requires retailers to honor digital promotions through automatic or point-of-sale discounts, barcodes or quick response codes.
"It is especially problematic when it comes to those who may not have access to devices, may be visually impaired, or those who may be technologically less adept," said Rep. Janet Yang Rohr (D-Naperville). "That's oftentimes our older constituents."Â
Grocery stores violating this requirement could face lawsuits and fines under the Consumer Fraud and Deceptive Practices Act.
House Bill 45 gained unanimous support in both chambers this spring.Â
"This bill requires that a retailer provide some sort of way, up to their choosing, to allow for someone to take advantage of them as long as they're still a member, if required, of their loyalty program," said Sen. Laura Ellman (D-Naperville).
