SPRINGFIELD, Ill. (WAND) — A bill heading to Gov. JB Pritzker's desk could help tackle growing frustration over digital coupons for grocery stores.

State lawmakers originally wanted to require grocery stores with digital coupons to have a paper option easily accessible for customers.

However, this plan requires retailers to honor digital promotions through automatic or point-of-sale discounts, barcodes, or quick response codes.

"This bill requires that a retailer provide some sort of way, up to their choosing, to allow for someone to take advantage of them as long as they're still a member, if required, of their loyalty program," said Sen. Laura Ellman (D-Naperville).

Grocery stores violating this requirement could face lawsuits and fines under the Consumer Fraud and Deceptive Practices Act. 

House Bill 45 passed unanimously out of the Senate Wednesday. The measure gained unanimous support in the House last month.

"It is especially problematic when it comes to those who may not have access to devices, may be visually impaired, or those who may be technologically less adept," said Rep. Janet Yang Rohr (D-Naperville). "That's oftentimes our older constituents."
