SPRINGFIELD, Ill. (WAND) — A bill heading to the Illinois Senate could address growing frustration with digital coupons for grocery stores.

Lawmakers originally hoped to require grocery stores with digital coupons to have a paper option easily accessible for customers.

Their updated plan will require retailers to honor digital promotions through several redemption methods. Those include automatic or point-of-sale discounts, barcodes, or quick response codes.

"The discount is available to all consumers who meet the requirements for that coupon," said Rep. Janet Yang Rohr (D-Naperville). "So for example if it is a loyalty reward, if you meet the requirements for that loyalty reward, you can have it."

Grocery stores violating this requirement could face lawsuits and fines under the Consumer Fraud and Deceptive Practices Act.

"It is especially problematic when it comes to those who may not have access to devices, may be visually impaired, or those who may be technologically less adept," Yang Rohr said. "That's oftentimes our older constituents." 

House Bill 45 passed unanimously out of the House Thursday.
