SPRINGFIELD, Ill. (WAND) — Emergency counsel service 2-1-1 will receive more Illinois governmental oversight under a proposal that's passed both chambers.

This phone line is a federal program that gives callers emergency counseling when it comes to finding food, shelter, mental health and other life sustaining needs.

The government doesn't directly give this service. Rather, it is run by non-profit and volunteer organizations. The bill would give the Illinois Department of Human Services more oversight over those groups providing 2-1-1 services.

Providers under the plan must maintain minimum working standards, prove they receive a diverse group of funds, and demonstrate kind and quality service to their callers. If IDHS finds these standards aren't being met, they may remove the organization as a provider.

"I've spoken with several people who use 2-1-1 in moments of crisis," state Sen. Adriane Johnson (D-Waukegan) said. "They needed these services fast, kind and [receive] informed responses."

A data report would also be required from all providers under the new policy. The data would include call volume, reason for the call, demographic of the caller such as age, race and gender, coverage rates and trends.

With the proposal passing the House unanimously on Thursday, the bill heads to the Governor's office, where he could sign it into law.
