(WAND) — Several new laws spearheaded by Secretary of State Alexi Giannoulias will take effect in the new year.
The new measures are meant to improve government efficiency, increase road safety and protect libraries.
One new law gives clarification on cheating on DMV exams, allows the Secretary of State's Office to give written tests online and enhances bicycle safety.
The measure clarifies that any attempt to have someone else give answers to someone taking a DMV exam, including trying to use a hidden microphone or cell phone, is cheating.
It also expands on the office's Rules of the Road publication to include information on laws and best practices for sharing the road with bikes and pedestrians. It requires drivers to make a lane change before passing a cyclist.
The Secretary of State's office can now give out security grants for libraries throughout the state, ensuring their ability to provide a safe environment. Under the new law, grant applicants can request funding to install equipment like security cameras, silent alarms and security checkpoints.
New legislation strengthens oversight to towing companies to protect Illinoisans from predatory practices.
The law empowers the Secretary of State's Office to suspend ow truck registrations for companies that do not pay Illinois Commerce Commission fines or penalties. It also improves consumer protections during towing and vehicle impoundment, including clarified rules around personal property left in towed vehicles.
Finally, a new law will modernize the way the Illinois Court of Claims operates. The measure enables the court to hold sessions remotely and allows the public to file claims, provide evidence or testimony, and pay fees electronically.
