SPRINGFIELD, Ill. (AP) -- A federal grand jury in Springfield has returned a 23-count felony indictment against a Pike County man for the allegedly illegal sale of guided waterfowl hunting trips.

The indictment returned Thursday charges 53-year-old Jeffrey Foiles of Pleasant Hill with conspiracy, wildlife trafficking, and making false writings.

The U.S. Justice Department says Foiles allegedly violated the Lacey Act, which makes it illegal to knowingly transport or sell wildlife taken in violation of federal law or regulation.

Foiles is accused of conspiring from 2003 to 2007 to transport and sell ducks and geese that had been killed in violation of federal laws protecting migratory birds. The alleged violations centered on activities at the Fallin' Skies Strait Meat Duck Club in Pike County.

Federal officials did not say if Foiles had an attorney.
