EFFINGHAM, Ill. (WAND) – A man is accused of sending a nude picture to a minor.
Police say Effingham man Justin C. Winterrowd, 22, sent the photo to a child in Washington state. Investigators in that area told Effingham police about the picture when it was reported.
Detectives say they arrested Winterrowd after using technology to look closely at his cell phone. They say forensics analysis linked him to the victim.
He is facing a Class 4 felony charge of grooming. The suspect is behind bars in the Effingham County Jail with bond set at $100,000.
“The ability to have software which aids in fighting crimes using current technology is an enormous benefit for our department,” said Effingham Police Chief Jeffrey Fuesting. “This cell phone computer forensics analysis software, which was just recently purchased with funds from asset forfeiture, has already helped our detectives in two cases which have led to arrests. As technology keeps advancing, it is important that Law Enforcement utilizes current knowledge and equipment to fight technology crimes.”
