SPRINGFIELD, Ill. (WAND) — Have you ever watched your favorite show or a movie on a streaming app and the commercials were ten times louder than the content you were watching? Sen. Doris Turner (D-Springfield) has filed a bill to address that problem.
Turner's legislation would ban commercial volumes from being louder than the program you're watching. She told reporters in Springfield Thursday that streaming services fall outside the scope of the FCC since they are solely on the Internet.
"This problem is all too familiar and frustrating, especially for parents with young kids who need to nap during the day and individuals with hearing sensitivity," Turner said.
California Governor Gavin Newsom signed a bill into law in October banning loud ads on platforms like Netflix and Hulu.
Turner's bill passed unanimously out of the Senate Energy and Public Utilities Committee Thursday. It now heads to the Senate floor for further consideration.
"My personal belief is that I think Congress should act and ensure this is the law in all 50 states," said Sen. Mike Halpin (D-Rock Island). "But, we need to do our part when Congress doesn't act."
Turner and Halpin said they are currently discussing potential enforcement of the plan with the Illinois Commerce Commission and the Attorney General's office.Â
