SPRINGFIELD, Ill. (WAND) — A new plan in Springfield could improve sexual violence prevention efforts on college campuses.

The legislation would ensure campus policies address student-on-student sexual harassment, including digital sexual harassment, which has become more common with social media and AI. The measure could also require colleges to provide a confidential support person and complaint advisor for survivors.

Senate Bill 3467 strengthens anti-retaliation protections so that students who report misconduct are protected during the complaint resolution process as well.

"The bill creates an enforcement mechanism when institutions act with reckless disregard for survivor safety or for the requirements of the Act," said Sen. Graciela Guzmán (D-Chicago). "This legislation has already gone through more than a year of negotiations with higher education institutions and stakeholders, and the bill has been strengthened through those conversations and that process."

This plan passed unanimously out of the Senate Higher Education Committee Wednesday morning. It now moves to the Senate floor, but Guzmán said there may be an amendment filed following more negotiations with universities.
