DECATUR, Ill. (WAND) — November is National Adoption Month.

A central Illinois family has shared their story in hopes of encouraging others to consider fostering or adoption, especially as the need for stable, loving homes continues to grow.

Debra Rainey and Sue Fustin recently finalized the adoption of Deborah's two young grandchildren. The pair told WAND News their journey began with an unexpected phone call.

“We received a call from DCFS to come and pick the children up at their home, and that's how they came to us,” Debra said.

The adoption was finalized in October 2024 through Lutheran Child and Family Services. It was a moment that Debra and Sue said they never imagined would one day be theirs.

“I don't have any children of my own, but these two are quite blessings… they're just wonderful," said Sue.

Sue said stepping up was never a question for them, especially knowing how many children need a safe place to land.

“You do what's best for children. You step up and sacrifice. But in the long run, it's very good for them.”

Local adoption workers said the need for foster families remains high. Sabrynn Olvera, a permanency achievement specialist with Lutheran Child and Family Services, has worked with the organization since 2021.

“Kids need stability,” Olvera said. “When they are brought into care, a lot of times they don't have stability before. Foster parents can help provide that stable environment and love for these kids.”

Olvera said the region needs more traditional foster homes to help meet the demand.

“We have several children within just LCFS, and most of our foster parents are relatives, but we don't have very many traditional homes,” she said.

Watching a family reach adoption day, she said, is one of the most fulfilling parts of her work.

“Adoption can be a very long process. So, whenever it finally closes, you have great relationships with your families because you are seeing them regularly,” Olvera said. “When you see that permanency for that child and you know it’s a good, stable home, it’s a really good feeling.”
