SPRINGFIELD, Ill. (WAND) — A plan heading to the Illinois House floor could ban rental junk fees and require transparency for leases.

Sponsors believe renters shouldn't be surprised by charges included in their rent, such as fees for after-hours service requests, renewing a lease, or routine maintenance. 

The bill states that all non-optional fees should be explicitly disclosed on the first page of a lease agreement. Tenants would not be liable to pay fees if they are not shown on the first page of a lease.

"This is a bill that came to me from constituents outside my district that are being faced [with] random fees time and time again that they are not anticipating in their lease," said Rep. Nabeela Syed (D-Palatine). "I'm hoping that if we pass this bill, it can go into effect July 1."

Republicans said the sponsors have good intentions, but they believe the bill could have unintended consequences.

House Bill 3564 passed out of the House Executive Committee on a partisan 8-4 vote Wednesday. The measure received a 39-16 vote in the Senate last fall.
